Windows 10: I reset my laptop but it got stuck on 26% so i turned it off

My laptop is windows 10 i reset it i chose cloud download then it got stuck at 26% so i turned it off hoping it would fix the problem when i turned it on again it loaded on windows boot manager i clicked windows 10 but when i click it it wont start and now i cant think of anything on how can i reset it again

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

Resetting the laptop stuck at 99%

I bought an Acer. When the laptop was switched on at the shop, i skipped the step where i had to insert my microsoft email add.

The laptop was functioning normally, windows 10 were installed. Then at home, i tried to sign in but it didnt work out. I went back to the shop and they had to reset the laptop but its stuck at 99%. The resetting is taking hours and hours. Is this normal?
All programs have been lost as well. Please help.

Let us resolve your concern regarding frequent reboot. We suggest that you follow the Startup Repair steps below:

• Turn off your laptop.
• Turn on your laptop. As soon as you see the Windows logo with the spinning dots, press and hold down the power button until your laptop turns off. Do this process
  twice.
• Turn on your laptop for the third time, and let it load.
• It should give you the message: Preparing Automatic Repair.
• On the next screen that would appear, click on Advanced Options.
• Select Troubleshoot.
• Go to Advanced Options.
• Click on Startup Repair.
• Wait for the repair to finish.
