Windows 10: I reset my laptop due to apps not opening and my computer keeps restarting and I am unable...

I reset my laptop due to apps not opening. My computer now keeps restarting and opens up the box of text. I am unable to access the recovery mode even though I have tried multiple times and I have been unable to get anywhere in terms of an answer from Microsoft. Please help.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

Computer Keeps Restarting

Due to having little storage I decided to reset my windows 10 laptop. As it was reseting, halfway through it said it ran into a error and needed to try again. I clicked on Return to Windows 10 and then my computer restarted. Then it kept restarting and continues to do so. I don't know how to stop it. I need help fixing it.
