Windows 10: I reset my PC but it gets to a point where the screen keeps turning off then on in an...

As I said before, I had to reset my PC because apps weren't connecting to the internet. I finally got it to reset but now it's stuck in an endless loop. When I turn the PC on it starts to load up, I see the loading screen for about 3 seconds, then the screen goes black for about 6 seconds, then the loading screen comes up, and that loop continues. I read it might be a corrupted OS file. Is that right? And if so, where do I go in order to get a copy of Windows 10 to put on a flashdrive?

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

 

Unable to reset PC

If you are unable to reset your PC through Windows 10, you may use an installation media to restore your system or reset your PC. You may download an installation media and use it by following the steps below:

• On a working PC, go to the Microsoft software download website.
• Download the media creation tool and then run it.
• Select Create installation media for another PC.
• Choose a language, edition, and architecture (64-bit or 32-bit).
• Follow the steps to create installation media, and then select Finish.
• Connect the installation media you created to your PC, then turn it on.
• On the initial setup screen, enter your language and other preferences, and then select
  Next.
  • Note: If you're not seeing the setup screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to change your PC's boot order, and then try again.
• Select Repair your computer.
• On the Choose an option screen, select Troubleshoot. From there, you may:
  • Restore from a system restore point by selecting Advanced options
    > System Restore. This will remove recently installed apps, drivers, and updates that might be causing your PC problems. Restoring from a restore point won't affect your personal files.
  • Select Reset this PC to reinstall Windows 10. This will remove apps and drivers you installed and changes you made to settings, but lets you choose to keep or remove your personal files.

If you are still experiencing the issue, we suggest that you reset your computer from the advanced startup screen. To do this, follow these steps:

• Go to Settings and select Update & security.
• Choose Recovery then click Restart Now under
  Advanced startup.
• Select Troubleshoot from the options.
• Click Reset this PC.
• Select whether you want to Keep your files or Remove everything.
