Windows 10: I reset my racer laptop last night, and it’s not stuck in a loop of the screen reset

I reset my laptop last night, and now my laptop is stuck on 64% done with the reset and won’t turn on at all, i’ve tried turning it on an off but it won’t do anything

Win 10 Update Stuck in Reset Loop


My installation is stuck in a reset loop. The Win 10 Ready to Install came up, so I clicked Start and it rebooted, back to the login screen, and then Windows Update came up saying it needed to Restart Now. After a couple of minutes the Win 10 Ready screen comes up again. I've rebooted about 20 times and get to the same point every time. Any ideas would be appreciated at this point.

 

Laptop Reset Loop

I decided to reset my laptop that i am using using an hdmi, because of broken lcd, i fully reset the laptop then when it turned on its stuck on a loop 64 % installation then restarts, then does the loop over and over again everytime i boot it up. is there
a fix for this? i use this laptop for programming so its important to me.
