Phone popup spam when i resume from hibernation

Windows 10 phone link seems to be causing popup spam Basically its the same problem as here...except that i no longer get the random popup spam, the popup spam only occurs when i resume from hibernation. So for example, lets say i plug in my phone, i then disconnect the phone and hibernate my PC. When i resume from hibernation, i will get popup spam like in the screenshot complaining that my Poco M5 is disconnected : https://i.imgur.com/DryEjP2.jpg I already have phone link disabled. I have never installed any phone software at all. The only way around this seems to be to restart the PC after i disconnect my phone which is really not what i want to do. Does anyone have any suggestions on how to troubleshoot this further? If i use process explorer to target the popup windows, it just says the process is "shell infrastructure host" which is not descriptive. I dont understand why im only getting the popup spam lately, i never used to get this before. Perhaps some windows update is the culprit... Redirecting

You need to look at the “View installed Updates” screen to see the list of recently installed updates.

Follow these steps to view installed updates:

  Press “Windows key + X” and click on “Programs and Features”.

What's causing the spam popups on the bottom right hand of my screen?

We have a new computer who is having spam popup on the bottom right side of the screen (see linked image below) and I haven't been able to figure out the source to remove it.

The user has used it for a few days so it's entirely possible it is from something they installed but I'm not sure what.

• I've looked through all of their Chrome extensions and haven't been able to locate anything there that would be problematic.
  
• I don't see anything in the list of installed Programs either that jumps out as a potential issue.
  

I've seen the same issue on another computer before but it wasn't somebody at our company so I didn't do any research, but that tells me this is at least a somewhat common issue.

Any help would be greatly appreciated...thank you!

The computer in question is running Windows 10 Home.
