Windows 10: I set up a false account on my laptop and am now locked out of it

So I just got my pic a few days ago and tried to login to my actual Microsoft account but couldn’t so I entered something close and it sent the code thing to me so I thought it was alright until I forgot my laptop password and didn’t remember the code I put for the false account so I clicked forgot password and instead of sending me the code it sent it to another false account my sister put in I tried signing up as that account but it sent a code to the same account but it was a google version and I obviously didn’t have access to that so know I’m stuck with both account password locked also I

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Your Microsoft account needs you to sign in again-recent credentials

Yes the correct or current info is in the Settings/Accounts/Your email and accounts.
The steps in the tutorial included signing in after deleting a listing. I couldn't see where that was relevant since its a second listing. It looks like I have to voluntarily do the 'sign in' so I can avoid doing that. I'm locked out for 30 days anyway.
Perhaps its time to set up a stand alone user account in that laptop <grin> Too nerve wracking dealing with this MSAccount.

 

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:
