Windows 10: I should ask someone else than Cortana about the weather

Cortana Asking for Weather

Cortana is already on. I do not understand why you assumed that cortana was off. I am saying that when Cortana is on and when I ask it about the weather it launches an "action" and the action is not defined so I get a new window asking me to find an available
application to run this "action". When I do so, in the windows app I get this message: Your search for "action" had no results

To reiterate, Cortana acknowledges my command and can perform other commands such as setting an appointment but fails with weather.

2. Select Cortana can give you suggestions, ideas, reminders, alerts and etc. and turn it
on.

Cortana Asking for Weather

When I ask for the weather through generic suggested questions such as : "is it hot today" it acknowledges my speech and than says "alright here we go" then attempts to open "action" takes me to app store as it fails I believe to have a specific option.
I don't understand. I have registered the city I am in and also did all the necessary weather settings yet I fail to get a simple answer about weather. What am I doing wrong? What should I do?
