Windows 10: I Tried Downloading XNA Game Studio 4 But I Need Visual Studio 2010, Windows Phone Dev...

For Some Reason, Microsoft Let's You Download Something But They Don't Let You Download Tools To Use It. Pls Help

xna studio 4.0 not installing do to requirments not met/with visual studio etc

Im trying to create a new game and decided to move from unity to xna as i feel that xna will be much better for the coding for my game specifications ,but xna 4.0 is saying iu dont have the requirements installed that being `windows phone developer tools ,visual studio 2010 or visual studio C# express` ,do i have installed visual studio 2010 and 2022, and i cant find phone dev tools ,ive also tried installing xna 3.0 but the client wont startup and there are 2 redists for xna4.0 ,ive also deleted the file and reinstalled and tried things ive seen online but nothing ive comed across helps as its too old ,my pc defintly meets the requirments as i built it just for programming /playing games and the mxa site doesnt work for me as well

Whenever I go to install XNA on my computer, the installer always tells me this:

installing Microsoft XNA Game Studio 4.0:

Install Windows Phone Developer Tool, Visual

Studio 2010 or Visual C# 2010 Express

I already have Visual Studio 2015 installed on my computer. I clicked the link (the underlined text), and it sent me back to the download page for Visual Studio 2015. Do I have to download all three resources, is it compatible with Windows 10, or is XNA
4.0 just outdated?
