Windows 10: I try to open Background Wallpapers HD. I get window saying Application first access......

I try to open Background Wallpapers HD. I get window saying "Application first access... Please wait while data is loading!" and nothing happens. Why?

The window shows "Main Actions" with tiles, and two headers saying" Popular" and "New". Across the top of the window there is a never-ending display of moving dots that is supposed to be showing that it is trying to load, but it never loads. I am using Windows 10 Professional 64-bit. What's going on here?!

Background Wallpaper

I think you did not get what I ask about wallpaper, I have mentioned that is it possible to set the background wallpaper at home screen and menu list screen not the LOCK SCREEN. I know for lock screen wallpapers can be set. In windows phone 8 we can set
only black and white background for home screens. I don't know what Microsoft has think to put such thing in mobiles. At least wallpapers supposed to be there for HOME SCREENS.

 

Background applications

We understand that you don't want some apps to run on the background of your computer. What we suggest is to
control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

Wallpaper (background) color

I realize that the background color changed from blue to black. I will try to help you with this issue.

Close all open windows, restart the computer once and then login to the computer to check if that helps.
