Windows 10: I turned off msconfig microsoft services and now I can't access my computer

I've having a problem that when I had my cpu on high loads , the "system" file would use 30% of my cpu and more than half of my disk making games unplayble . I searched for a solution online wich was turning of all microsoft services on MSconfig , and I did exacly that . Now I can't access my pc because pin is not working and everytime I try to access command prompt or trobouleshot windows boot on troubleshot settings in safe boot , it asks me to sign in with my microsoft account , but it always says my password is wrong , even tho it isn't , I already checked to much times and now I don't kn

Microsoft service was turned off in msconfig, I can't log in. (incorrect password) internet icon has red X. tried shift restart, trouble shoot, only shows startup settings, enable safe mode (4) same thing happens, just blurs screen. Made a recovery usb.
usb port, DVD appears not to be recognized power is going to usb and DVD. Nothing I try has any effect (HELP)!

• What are the steps that you've done to open the System Configuration?
• Since when that this issue occur?

One computer cannot access other network computers.


So I've tried every troubleshooting step I know:

• Double checked that Net Bios was enabled
• Ran a bunch of network commands:
  • flushed DNS
  • registered dns
  • pinged and located the named computers successfully
• Reset my router to factory settings

Nothing works when I try to access via explorer. I'm still baffled by the fact that every other computer can access each other AND access this computer. It's just the outgoing connection from this machine that doesn't work.

Any thoughts?
