• Which program are you trying to install?
  
• Where are you trying to install the program? Is it on your Samsung S7 phone or on your Windows 10 computer?

When I first posted in this thread, I indicated I used Samsung SideSync to connect and backup my phone.
My mistake, I actually use Samsung SmartSwitch to backup my phone.

I have also fixed the problem I had connecting to my phone using SmartSwitch. The app seemed to be corrupted, wouldn't sync, the app uninstaller wouldn't function and I finally used Revo Uninstaller to remove it entirely from my PC. Then after a fresh download of SmartSwitch I was able to easily backup my phone again on a USB cable.

One important detail for this thread is that I did not uninstall any of the recent Samsung driver files and I now have complete functionality using the Samsung app or Windows Explorer to access my phone's contents. *Smile

I do use winver 1809 instead of 2004, which could be the route cause of the OP challenges.

I would suggest you to follow the steps on how to find the Bluetooth setting in Windows 10.

How to find Bluetooth settings in Windows 10

  Select Start > Settings >
  Devices > Bluetooth.

  Select More Bluetooth options to find more Bluetooth settings.
  

If you cannot find the Bluetooth setting, try installing Bluetooth drivers from the computer manufacturers.

The device will connect to the computer through Samsung smart switch which will sync the phone to the computer.
