    I realize the inconvenience you are experiencing in downloading Store apps. I will certainly help you.

    As you said, we should login using Microsoft account to download apps from store and to have latest Windows updates from Microsoft.

    I suggest you to login to your Computer using Microsoft account and download the apps from Store.

    However, if you face any issue with Start Menu, I suggest you to refer the below Microsoft article and try the troubleshooting steps given and see if this helps.
