Windows 10: I want to permanently change my city/location of my computer

I cannot find where to change permanently my city and state. How do I do that? I am in Huntington Beach, CA not Redmond, WA

How to I change & correct the location my main computer has listed such as when other computers try to access where my location is ?

I need to know how to change the incorrect location my computer has stored in it -as being the city it's located in. Example: when I try to access the weather channel, it reads me as being in a different city than I am. Other sites do the same thing. How
do I change it in my computer to the right city? If I change it temporarily and try to save it on the individual site, it reverts back to what's stored in the computer by default. Please help

 

Is my wrong location a Windows 10 or Google problem?

In the attached example, I searched "pizza." The Google suggestions are 1,200 miles away from my current permanent location.

Google searches always have items located near my former home in another state. But my IP traces to the correct and current city and state. Control Panel Region & Language settings are correct, although they are general and set only to my correct time zone and U.S. The Windows 10 default location is set correctly. When I scroll to the bottom of a Google search, I cannot click on "Use precise location." Is this a Windows 10 problem or a Google problem? Or both? And how do I correct it?
