Windows 10: I want to Refund a Game.

I am trying to refund Minecraft for windows 10 Starter Edition. I have made sure the app isn't downloaded on my PC and i have looked up and made sure that Minecraft for windows 10 can be Refunded. I purchased the game yesterday, why can't i refund this purchase?
