Windows 10: I want to sell OEM keys to retail customers without installing in device, is that legal?

Hi, i know some companies buying bulk keys from OEM partners and selling them online to retail customersjust the keys nothing else, is that legal, should i also join the program, what kind of issues or problems will Microsoft raise legally?

Using OEM license key on installation from Retail USB

You can use any product key after installing from a retail USB ,

Kindly note that the OEM keys are not supposed to sell separately , OEM keys are provided my manufactures along with their devices (like Dell Hp etc) , suggest to get a retail license if it is a self built computer or a computer sold without windows pre-loaded.

Hi I am planing to buy a new computer. But a catch with it is that I need to get an Windows 10 key.

I saw sites like Kinguin and G2A where they sell Windows 10 OEM keys for 15-20$.

I just wanted to be sure if getting those keys and activating on my custom built pc is legal or not.
