Windows 10: I want to take over my husbands account. I want to talk to a live person

We have Microsoft 365 and cannot use Outlook "Send" on our tablets. it just says Queued, it has been over a month now. I need to speak to a living Person as I have a hearing difficulty and am not able to follow. Our internet supplier said it is a third party problem and you have to fix it. They cannot help.I cannot deal with robots. Human please. My phone number is 1 403 255 7107. You have an office in Calgary but I cannot reach them the phone, it is on fast busy.

Live chat support - Talk to a person feature not working

I've been trying to get support from the live chat of both Skype and Microsoft (including the Get Help app of Windows). None of the topics suggested addresses my question, so the chat app finally gives the "Talk to
a person" option. When I click it, nothing happens. It's supposed to give options like 'call me back' or 'chat with a person' etc, but none of those options appears. There's just a box that says "Talk to a person" but the options are not visible. Is this just
a glitch, or is the live chat with a person feature not yet functional?
