Windows 10: I want to unblock an app

I want to unblock an app for my Microsoft family thing. It shows me a list of blocked apps and the one that is block isn't on it. By blocked I mean it has a time limit of nothing and is just like haha you want time on this app? noope the app is google chrome btw and it's not showing up and id like to remove limits for all apps, too

Based on the error message that you are getting, you can unblock a software by following the steps below:

• Open Internet Explorer, click the Tools button.
• Click Internet Options.
• Go to the Content tab, look under the Certificates section.
• Click on Publishers button.
• Select the Untrusted Publishers tab.
• Select the publisher you wish to unblock and click the Remove button.

Every so often a little box comes up saying that some app I have never heard of wants to access the internet and gives ,me a choice to block or allow. I instinctively click block. But I have gone to far and blocked windows store. How do I unblock it. I
know there is a menu hidden somewhere which lists all the apps in the app menu and allows me to block or unblock them with a simple checkbox, but I cannot find it. I once did use it successfully, but I can't remember where it is. The last time I used a google
search foe "unblock app windows 10" to get simple instructions, but now that same search provides nothing useful.
