Windows 10: I was told to download Microsoft media on a usb to reset my pc but it still won’t work?

I was told to download windows 11 media to a usb to restart or repair my pc but when I go to repair the start up it still won’t work I’m not sure exactly if I’m doing something wrong or what I’m supposed to do My pc keeps crashing on boot up and It won’t let me do anything on blue screen says there was a problem and no changes were made
