Windows 10: I went to study in Canada, and Copilot still says it's not available in my region

I come from a region that didn't support Copilot, and now I'm in Canada. I have changed my region to Canada and added Canada's phone number and debit card, didn't work.I recently updated my old laptop to win11 and Copilot works fine with this account, I would appreciate it if anyone could tell me how to solve this Copilot issue on my current computer. have windows 10 10565 and everything set for Canada and cortana say it not available in my region

My understanding was Cortana is meant to work for Canada in 10565. That link is not useful.

Have you set the region and language correctly?

I suggest you to set the region to Canada and language as
U.S English and check if it helps:

• 
  Go to Control Panel and select Clock, Region and Language.
  
• 
  Click on Language to set
  English (United States) as default.
  
• 
  Next select Region and in the dropdown select country as
  Canada
