As far as I know some people say it's legal some say it's not and I'm not sure which of those it is.By this I mean just the windows without using any unauthorized or counterfeit activation key, just the install using an USB boot with the media tool obtained from their site.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

That copy on the retail USB is likely outdated, since itis the initial release.

Get another USB thumb drive (8 to 16 GBs in size).

Download, create a new bootable copy, then try performing a clean install again.
