Windows 10: i7-8700k running lower than its base clock?

Discus and support i7-8700k running lower than its base clock? in Windows 10 BSOD Crashes and Debugging to solve the problem; I've never seen it running lower than 3.7GHz, even when not in use, so this strikes me as unusual.     There's absolutely 0 feedback from the "Feedback" app, as ironic as it might sound. Posting it in a discussion forum can create better visibility and maybe others with the same CPU can test it and confirm the issue, which would be a step forward. Another
    step forward would be finding out which update is responsible for that.

    Best case scenario some Microsoft employee see this and starts whatever process is necessary to fix the issue.

    The Feedback app is like a black hole, like so many other feedback avenues are. You shoot something into it and it disappears without trace. If it's the case with some huge bug that's easy to see, everyone would upvote it and it works great. If it's a lost
    100 MHz that you would need to monitor your CPU multipliers and frequencies over time to notice, very, very few will notice it and your feedback would pretty much go on some very low prio list that takes months to fix - if you're lucky.

    Hence it's always best to keep things you're interested to see fixed visible and discussed, it's your only hope as a consumer to have them fixed and confirmed by others.

    Speaking of confirmation, only another person so far with the 8700K noticed it. Would be nice if other users would take a look see if their CPU runs as advertised. Obviously it would need to run at stock, as it's quite easy to go into BIOS and set other
    multipliers, and the correct behavior would return, but that would defeat the purpose of having a correctly functioning 8700K out of the box.

    Ryzen caused such a panic that they have Intel stepping on their own toes...gotta love it. Interestingly enough, might jump ship to Intel.

    i7 8700k + Hyper 212 Evo

    So, i was initially going to buy an i7 8700(non K) and use a Hyper 212 rather than the stock cooler, but unfortunately all the i7 8700's are out of stock and only i7 8700k are available. I am getting very impatient as that's the only part missing in my build and want to just get the i7 8700k and not over clock it and just run it at stock clocks

    so how well will that hyper 212 evo do if i am never going to oc that i7 8700k and just run at stock speeds.
