Windows 10: IC64.DLL SPECIFIED MODULE COULD NOT BE FOUND

Discus and support IC64.DLL SPECIFIED MODULE COULD NOT BE FOUND in Windows 10 Network and Sharing to solve the problem; [ATTACH] I'am facing this problem since two days whenever I'am doing multitasking.     It interupts in my work.

    ERROR ic64.dll

    THERE WAS A PROBLEM STARTING ic64.dll.

    INSUFFICENT SYSTEM RESOURCES EXIST TO COMPLETE THE REQUESTED SERVICES.

    dll missing; The specified module could not be found.

    When i start my windows 10 on laptop, i see two pop up box and sees like this

    while starting computer,

    There was a problem starting

    C:\Users\Nabin\AppData\Local\Temp\d3dx9_27.dll

    The specified module could not be found.

    There was a problem starting

    C:\Users\Nabin\AppData\Local\Temp\d3dx0_23.dll

    The specified module could not be found.

    Please give proper solution.

    IC64.DLL SPECIFIED MODULE COULD NOT BE FOUND

    DLL load failed: The specified module could not be found.

    When an application fails to load a DLL, Windows generates the following error: "DLL load failed: The specified module could not be found." The message would be so much more helpful if it named the DLL that could not be loaded.
