Windows 10: Icons suddenly moved from Main display to extended and will not revert back

See subject: I have an extended display setup and want the icons on the main display not the extended screen. I put my icons on the 27" monitor vs. the laptop and want the search bar on the monitor as well as all controls and icons. On June 13th, this all changed.The change I believe was I decided to launch an old 8/16 bit game during the game, I decided to Alt-TAB to get out of it and things went a bit wonky. The game changes resolution and the icons flash from my laptop to my extended display.1. I have changed the laptop to be the main display and the icons move to the monitor extended

Icons moved to my extended display, how to restore

I move them back manually, reboot and they go back

I've tried all sorts of suggestions with no success

Is this info stored in desktop.ini, and where should that file be located.

Computer search shows many desktop.ini files

I don't care which monitor they open on.

When I reboot some of the icons move back to extended display, instead of remaining on the primary display.

Yes. no difference whether I move the back or click on them first and then move them back. When I reboot, some icons open on my primary display but not where I put them and some icons show on my extended display.

This has never happened before. I am using Win10 Insider edition. Could they have messed up an update?
