Windows 10: Identfying internet everytime PC starts

It has a globe icon saying identifying access and I have to run the trouble-shooter which fixes if straight away tried several solutions but it keeps coming back

thanks for replying, I went through the above mentioned steps, but ICS still does not start automatically,

I have to manually start the service everytime i restart the PC. screenshot is attached



Now it appears that the problem lies with the automatic startup of ICS.

We suggest that you try the troubleshooting steps that YanisLukes
did to resolve the same issue.

To update your network adapter, you can follow these steps:

• 
  Select the Start button, type Device Manager, and select
  it from the list of results.
  
• 
  Expand the category where your device is located, then right-click on the name of your device, and select Update Driver Software.
  
• 
  Select Search automatically for updated driver software.
  

If Windows doesn't find a new driver, you can try looking for one on the device manufacturer's website and follow their instructions.

If updating the device driver doesn't work, we suggest that you reinstall the driver: 

• 
  Open Device Manager.
  
• 
  Right-click on the name of the device.
  
• 
  Select Uninstall. 
  
• 
  Restart your PC and Windows will attempt to reinstall the driver.

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??
