How do I buy Windows 11 with a business account?

Hi,

I have a MSFT 365 Business Premium subscription, which is tied to a work account. I am the admin for the organization.

I need to buy a Windows 11 license key, but I can't figure out how to do that with the work account. Some things I've tried:

• Open the Microsoft Store app and buy a license -- this doesn't work because I can't sign into the Store with my work account
  
• Buy a license online from Buy and Download Windows 11 Pro | Microsoft -- this doesn't work because I can't login with my work account and I can't create a new Microsoft account with that email address
  
• Buy it from this MSFT site: Windows 11 Pro for business | Microsoft -- this doesn't work because I don't need a new device, just the Windows 11 license key
  

Can anyone provide guidance how I can buy a Windows 11 license key with my work account?

Windows 10 Cortana not working in Spain?

I normally live in the US and have a Surface Pro 2 tablet running up-to-date Windows 10. Cortana functions normally.

I'm currently visiting Spain and have tried to set Cortana to work here in my tablet. But, after lining up all of the required elements (Region = Spain; Language & Speech = Spanish from Spain), and restarting the tablet, Cortana refuses to even start, saying
that it is not available in my region under this configuration. I am baffled, as most online literature from Microsoft appears to validate that Cortana/Windows 10 is supposed to be working in Spain.

I have spent hours online w/ Microsoft chat support, who were utterly clueless and went as far as saying that the problem is that my tablet, which has purchased in the US, has a motherboard that prevents it from working in Spanish Cortana in Spain. Which
I think is preposterous.

I have re-set the tablet to English (Language and speech), and set the region back to "United States" even though I am in Spain. Cortana is back up, in perfect English. But, of course, not just Cortana but my entire tablet is being misled as to where it
is being used. And I guess the best of it is not being realized in this country (Spain) and in this language.

Annoying.

Interestingly my phone, which runs Windows 8.1, I have been able to reset to "All-Spanish" (location, language), and it is responding to Cortana in Spanish.
