Windows 10: If I remove program files from my laptop, will they be recovered after I do a complete reset?

I’ve been needing to completely reset my computer delete all files & start brand new. So ive been cleaning out my storage. Deleting some personal files, running disk clean-up, ive removed all programs i think, etc. etc. Even after deleting all visible files & running disk clean up multiple times, i still dont have the storage space to reset my HP Laptop. If i were to delete all of the program files in my Cdrive, would they return once i reset my laptop?

If not, and its a bad idea, can you give me some better alternatives to clearing out the space so i can completely reset my laptop?

Lost list of removed program list while resetting Win10

I did a reset of my Win10 computer and had it keep the files. This removed all the programs. It was supposed to put a list of the removed programs on the desktop so I could re-install the programs. The list is not on my desktop. Is there someway I can
recover the list of programs that were removed?

 

Plz recomend program to recover deleted files.
