Windows 10: If window is large enough, not possible resize up/down the window?

Hi, when open a window program or web browser, may be window down to edge of screen. So we couldn't resize the window from buttom. because task manager will open. From right or left side we can resize the window. but not from bottom. I attach a picture. "?" means there is no cursor here. "1" what I mean about the cursor.How can I handle this. is there any way to resize?Basic/simple solution. When we hold the window from side with mouse, we can only resize left or right. Is it possible to after holding, resize from up/down with mouse movement up/down?thank you,

Resize window possibility

Need possibility to resize vertically GPU-Z window. Because, especially on new ATI cards those have a lot of sensors, you can't see all sensors at once. Sometimes it crucial.

• Click on troubleshooting and click on the
  view all option on the left panel
• Run the Windows Store apps troubleshooter

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
