Windows 10: I'm having issues with "Read-only" file permissions refusing to change.

One of the games I play refuses to change it's graphics settings because its preference file is set to read-only. Ok, untick a box and see if that fixes it. It keeps reverting the change. I've went down a rabbit hole of changing permissions to my user account This is my personal computer, running diagnostics, using Command Prompt when applicable as administrator, all with my anti-virus turned off I don't use Windows Security, I use Malwarebytes. Changed the owner of the folder to myself. No matter what I do, it undoes the change. This is beyond aggravating because it doesn't just aff

All my files are read only and i can't change them back, despite having full permissions on my user.

All my files on my entire harddrive are read only and windows stubbornly refuses to let me change them. I already followed the steps given in similar threads, changing the permission for my user to full, enabling inheritance and Controlled folder access is off.
When i uncheck the read only box and hit apply, the changes are ostensibly applied to the files, with a window popping up and showing progress, but all files stay read only and show up as such the next time i open the properties tab on the folder or file.
