Windows 10: Im just in full screen but the taskbar show up whenever i hover my mouse to the upper or...

when im playing roblox and i hover the mouse to the upper or the bottom of the screen my mouse cursor just get out of the game and i cant control the game as i wanted. this happened many times, ive unistalled mice, unlock taskbar and did alot of things but it just dont work!

i cant access the taskbar when i hover the mouse over it if the windows is maximized
once i minimise all the open applications i can access the taskbar as i hover the mouse over it
it seems that the taskbar deos show on mouse hover but for some reason it is not able to overlap the maximised apps
i am on the latest version of windows 11 pro (22621.1702)
i have tried all the solution methods that were given as replies in the following threads :

none of the methods in the above threads worked for me and there was no change in my taskbar behavior

my device is a dell G3 3500

one thing that i did notice after initiating a clean boot is that after disabling all non microsoft services and restarting my laptop, the taskbar did show up on hover on maximized applications for a little while (maybe 4 - 5 minutes)but after some time the issue was back and taskbar would not open on hover

What you are describing sounds to me like the difference between - hovering your mouse over a Taskbar explorer shortcut and - right-clicking on a Taskbar explorer shortcut {except that this shows recent folders not necessarily open ones}.
