Windows 10: I'm locked out of my seeing, including my search bar down by my windows icon lock out can't...

Okay, Someone remotely came onto my Windows 10 HP Laptop and deleted every single file i had when they did a Forced Update on my laptop without my Permission and now i am locked out of my settings on my laptop and locked out of my search box for my settings. But now i have a screen every once in a while it pops up on my screen for a split second and disapears. All my photos of my dead son got deleted and my battery no longer works after the update to my laptop. My system files everything deleted. Is there any Browser locking software to lock down browsers?

I did try that, it only locks the password manager as far as I can tell, there are no settings to keep the browser itself from opening and being used. So I'm not sure what the article is explaining.

 

Windows 10 Lock Icon


I am having issues being able to paste files into a folder that has a lock icon on it. I am not the owner of the folder, my boss is. I am using Windows Pro 10 and my boss is using Windows 8.1. I can open files contained within the folder but cannot paste files into the folder. I have opened properties and gone to the security tab and I am listed within the Group or user names list and my permissions are all at allow. Any suggestions?
