Windows 10: I'm not 100% sure, but I believe my account was hacked, I tried to get it back, I SOMEHOW...

So I wanted to play Minecraft which I bought from the Microsoft Store App with some friends, we downloaded some mods from Curseforge mod downloader for multiple games, then I wanted to start up the Minecraft launcher to play the game. But then it said ''Do you own this game or app?''. I clicked on open in Microsoft store, which brought me to the MS website, for some reason I wasn't logged in, which I then tried to do. Although, for some reason it didn't register my email and yes, I am positive this was my email. I then tried to log in, and I was 100% sure I had the right password, and so

77000 Steam accounts hacked every month

Ironically I've had the same crappy password since I made my Steam when HL2 came out and never been hacked, but I've had my Origin account jacked twice with a much more complicated password. 2 step on Origin fixed this problem, but just thought it was kind of funny. I went with 2 step on Steam to be safe too.

ok i was just playing World Of Warcraft keeped getting dc's then i waited about 40min. tried again and now it says Please log in with your associated Battle.net account i never had a Battle.net account i have tried loging on in game and on the website anyone know if im going crazy or was this a hack?

 

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
