Windows 10: I’m stuck in safe mode and I can’t get out of it, it won’t let to pin account login due to...

I went to uninstall and reinstall some graphics drivers, when I uninstalled them I accidentally pressed “go into safe mode” when installing the graphics drivers.. I’ve done this before in the past but it let me login into the account that had the pin to get out of safe mode. But now it won’t let me login into the pin account at all, I can’t login into my account because it says “enforce policy allows only administrators to sign-in in safe mode”, and when I try to login to the main account it says “your PIN is no longer available due to a change to the security settings on this device. Restart

I know the pin but it does not login. I tried the system recovery but it did not work and I hope I didn-t delete anything by doing that.
This problem started because I wanted to change my account name
C:\Users\name\Desktop
C:\Users\name2\Desktop
and I did that by following these istructions
Rename user account folder
and
Advanced User Accounts control panel
the Managing User Account names from Control Panel dind-t work

now I-m in a temporary account I think
here I can find my original username
C:\Users
and then the name I wanted to change it with.

I-m in trouble please help me!!

Stuck, can't login and in Safe Mode

I use a Microsoft account to login, usually use my pin to login when booting up the pc, but neither the pin or ms pwd works.

And no, I can't get passed the login screen in Safe mode.

My desktop PC cant use wifi, so I'm stuck with cable (that for some reason neither safe mode recongnizes)

I'll try making a bootable windows on USB later today when I visit my parents, I suppose that's the only solution I've seen thus far.
