Windows 10: I'm the administrator but I can't perform this action

So I try to replace one file with another one and it says "you'll need to provide administrator permission to move to this folder" I click continue since I'm the only account on the computer and thus the administrator and the it says "you need permission to perform this action" and doesn't work, why and how do I fix it

Administrator permission to perform an action

I am trying to zip up old files and delete the folder they are currently in. The folder name is "archives". I get a message that I need administrator permission to perform that action. I AM the administrator. How do I delete that file as the administrator?

We appreciate your time responding back to us. At this point, we would suggest that you access the built-in Administrator account to and check if you would be able to perform a Health Check from it. Here are the steps on how to enable the built-in Administrator
Account:

• Right-click on the Start button.
• Select Command Prompt (Admin).
• Type the net user administrator /active:yes and hit
  Enter.

After completing these steps, you should see a message that you've done the command completed successfully. Sign out from your current user profile and you'll see the Administrator account as one of the choices.

Let us know if you would be able to perform a system health check on your account and we'll assist you with the next steps needed.

Once you're successful with performing a health check on the Administrator account, we would suggest that you disable it from your personal user profile by following these steps:

• Right-click on the Start button.

Windows 10 won´t start any program as Administrator

Hello. I´m having this issue since installed one of the latest Windows 10 system updates.

When I try to open any program that requires Administrator confirmation (that screen with the Yes/No question), this dialog won´t appear anymore. The screen background stays darkened and nothing happens.

1. Using Windows 10 Home (x64)
2. My microsoft user account is properly checked
3. I´m the administrator of the PC
4. Already tried do create another administrator user account - same problem, no success
5. Cannot start any program/service that requires administrator authorization (not even regedit)

Please help!
