Windows 10: I'm unable to download Halo wars 2 after accidently moving and deleting the windows app folder.

Like the title suggest. I'm unable to download halo wars 2 from micro soft because I moved the programs folder app folder and one other folder into a new folder. windows didn't recognize the new location and wouldn't launch HW2. and at that point I tried moving the folders back but had no luck because I needed permission from trusted installer to touch the folder. so I searched online how to delete those folders and I came across this website detailing how to delete these files. which I followed and was able to delete them. however, since I deleted those file I have been unable to download and

Latest update for Halo Wars 2

After downloading latest update for Halo Wars 2 game does not start. It seems like is downloading. Then You press A for continue, then is black screen with noise and screen return to when you start Halo Wars 2.
