Windows 10: Image keeps stretching when I try to make a .cur file

hello, ive been trying my hand at making a few custom cursors of my own. the issue is- when converting the 48 width x 96 height pixel png image into a .cur file and setting the mouse cursor to that image, the image always stretches horizontally. I've tried to resize the image to 36 x 36 pixels, ive tried to make the original image smaller while keeping the width to height ratio 25 width x 50 height pixels, for example. Nothing seems to be working and I always end up with the same stretched out image. Would appreciate some help.

Still looking for a way to open cur files in windows 10. Install of Shell program didn't do it

 

Trying to Reset the Preview on .cur files

I recently tried to open a .cur file with paint to see if it could edit the file, but it set paint as the default app and now it no longer previews the cursor image. I'd like to return the preview image so please help.
