Windows 10: Images / videos / games blurry and downscaled despite max settings.

Unfortunately, every picture I try to upload on here fails, so there are no screenshots, but 3d objects are all rendering poorly for an unknown reason. I have tested my GPU, which passes benchmarks fine and no artifacts are detected, so I believe I can rule that out.My setup consists of a:RTX 4060 Ryzen 7 770016GB DDR5 RAM1TB SSDSo far, I have tried everything I can find, even a clean windows install with fresh driver updates to new display cables and even several different monitors, but the issue persists. No number of settings altered in Nvidia Control Panel seems to fix the issue, either. D

Blurry downloaded images

Video Playback and Recording is blurry on half the screen

After upgrading my Vaio from 8.1 to Windows 10 the video Camera displays on screen and half the screen is blurry. It does not matter if I use the built in cam or a USB webcam. Now ALL my previous videos good videos are playing half blurry no matter which
of several different vid programs I use. The blurriness is mostly the right half of the screen and is horizontal flickering lines stretching the center of the image.

Need suggestions on how to correct.

Spotlight Images Blurry

I recently upgraded from a 1080p panel to a 1440p one, and notice that the spotlight images are blurry on my lock screen. I went into the windows.contentdelivery folder and confirmed that the images are all 1080p at max. How do I get 1440p spotlight images?
