Windows 10: In Explorer, when I left click and hold to drag something, why is everything the cursor...

When left click on something I want to drag and drop, everything that the cursor runs across is selected. Which makes a regular easy thing into a hard thing. The little boxes all get check marks,, and it all turns blue and I can’t just drag the one file because now I have to drag everything. So I have to start over. This happens on all 3 different mouses, I looked into settings for the mouse and there no sticky keys or click locks enabled, and I doubt it is a malfunction because it does it so perfectly, it seems like it’s designed that way. Left and right click drag, 1 sec delay for action

I had this issue and ended up reinstalling Win10 last week so not sure what the trigger is.
If I left click or right click and drag anything, the icon doesnt respond for 1 sec.
The mouse cursor moves fine, no lag.
Example, I left click and drag a desktop folder a few spots over and release. the mouse cursor clicks on the folder, the cursor moves over. and about 1 second from when I left clicked, the folder will appear where I released it.
If I left click the folder, drag it over, but hold left click, then the folder will appear under the cursor and I can move it around like normal.
If I right click and drag a folder and release it takes about 1 sec for the context menu to show up.
Just right clicking brings up the context menu instantly.
This isnt restricted to the desktop. This is any icon, in any folder. Drag/drop to same folder, different folders or even across drives, it makes no difference.

Unable to drag and drop in file explorer

If I open file explorer with the 'This PC' folder list expanded in the left pane and a folder open in the right pane I can't drag and drop a file or a folder from anywhere in the right pane to any folder in the left pane.

If I open a second instance of file explorer I can drag anything from any folder to any other location going from one instance to the other - it fails only when dragging withing one instance of file explorer. I can also drag from one place to another within
the right pane.

Is this a design feature in Windows 10 (if so it is stupid - I used this feature all the time in previous windows versions). If not how do I solve the problem ?
