Windows 10: In task manager Disk100% usage and windows not responding even i am not able to refresh...

My windows is not responding even i am not able open any application neither able to refresh. when i check task manager there is show Disk 100% usage i have reinstalled fresh windows today but i am not able fix this issues

step 1 worked a dream. Had earlier tried everything suggested in these forums. nothing had worked to solve the problem. The media creation tool as suggested in step 1 did the trick. - it took several hours, but worth it.

ps. original complaint - non responding - and task manager - blank or useless.
