Windows 10: In the Mail app, the wrong name is showing to recipients. How can I remedy this?

In the Mail app not Outlook, recipients of my emails are seeing a name I had previous to a name change. I've updated the name everywhere I could think of. I am signing my email as my new name, but people still respond with the other name.

Not getting the contact names in Windows Mail app while composing Email

I compose an email in Win 10 mail. I click on the "To". The popup shows "Suggested recipients", not the usual People app list of names .... and I cannot do anything with names in the suggested list, even if I select one.

This has to be People app related, right?
