Windows 10: In Windows 10 Home How do I disable some Restrictionss?

I have a system font size changer, and it always says that the thing can't be opened 'cause it's not from the store. I think all web download tools for changing the font size will just end up like this.

How do I disable this, so I can use the size changer.

I hated 1903 I have final version of 1809 the Mar 2019 one.

Hey Dj Urko, I am trying to install the realtek driver and I get the error 0x0001. I have disabled secure boot and Driver signature. I have the latest win 10 build. What am I doing wrong? Can u post the complete list of steps that I have to take? I have an asus z170 with alc1150.
