Windows 10: In Windows 11, font size of SOME elements doesn't scale

Windows 11 on a Surface Pro 9, updated religiously. I use scale 200% and font size 130 on 2880x1920 resolution. Font Size Scaling Revert Upon Reboot Bug

I have been a long-time user of Microsoft products, dating back to the MSDOS era, and have always appreciated the accessibility features provided, particularly the High Contrast mode that aids users with low vision. However, since Windows 7, I have observed a significant limitation in the customization of text sizes for various UI elements, which has persisted into Windows 10 and 11.

The specific issue I'm encountering involves the Font Size scaling feature in Windows 10 and 11. Despite numerous attempts at troubleshooting, including consulting support forums, the bug remains unresolved. Allow me to outline the steps to reproduce the bug consistently:

1. Press the Windows key and type "Font Size" in the search bar.
   
2. Navigate to "Display" on the left-hand side.
   
3. Adjust the "Make text bigger" slider on the right side to scale the Text Size from 100% to 225%, and click "Apply."
   
4. Upon rebooting the machine, the applied Font Size scaling is often reverted back to a smaller size, despite the UI displaying the correct scaling percentage.
   
5. This issue is particularly noticeable in File Explorer's Details View, where the spacing between lines is compressed, and the text size appears smaller than intended.
   

The workaround I've found involves changing the scaling to a different value, applying it, and then reverting it back to the desired value after each reboot. However, this temporary solution is cumbersome and impacts the usability of my devices, especially my Windows 11 Surface tablet, which becomes unreadable without external assistance.

I believe this bug stems from the global scaling process not consistently applying the "Make text bigger" slider value upon reboot. As a user who heavily relies on Microsoft's accessibility features for both personal and business use, I urge your team to investigate and resolve this long-standing issue.

Please follow these steps

1. Right click on the desktop and select Display settings.

2. Slide the "Change the size of text, apps..." to the right to make text bigger. Or slide it to the left to make them smaller. The slider moves in increments of 25 percent. You can increase the size up to 175 percent.

You'll notice the size of text change right away, but you won't see everything get bigger (or smaller) until you reboot or log in and out. If you're happy with the text size, you can stop here. However, if you want to try custom scaling increments or adjust
the font size of particular UI elements (ex: the title bars, the icons), continue with step 3.

3. Click "Advanced Display Settings" at the bottom of the settings window.

4. Click "Advanced sizing of text and other items" at the bottom of the window.

A screen with several display choices appears. From here you can choose to either A.) Set a custom scaling percentage (ex: 115 percent) or B.) Tweak the font size of specific elements such as the Menus and Icons.

5a. Click "set a custom scaling level" under Change size of items.

A pop-up window appears with a little ruler in it. Click on the percentage box, type in a number and click Ok. Test out different sizes until you find one you like.

5b. Select the UI element you want to change, pick a font size and check "Bold" if you want the letters bolded. Repeat these steps as necessary for the Title bars, Menus, Message boxes, Palette titles, Icons and Tool tips.

6. Click Apply. Windows will either make you wait or ask you to sign out and sign back in (in the case of scaling) before you see the changes.
