Windows 10: Inaccessibility of start button and other system features

I can't access my start button, my windows explorer and trying to resolve from task manager I was asked to contact system administrator due to the restrictions wouldn't allow the process. On my network icon I'm seeing CPU 4%,Memory 27%, Disk 2%, Network 0%. It is Windows10 Home. Please how am I to resolve this. I really need to get this working.

Start Button Stopped Working

Yesterday the start button stopped responding. Cortana works okay and right clicking the start button opens a long list beginning with Programs and Features through Desktop. I restored from a point yesterday before experiencing the problem. Did not help.
Any suggestions?

  Command Prompt (Admin).

  Type “sfc /scannow” without the quotes and hit
  Enter.
  
• 
  After the scan, restart the computer and check for the issue.
  

Also, I suggest you to check for the Windows updates and see if you are able to access Windows Defender.

Steps:

• Press Windows key and type Windows update.
• select check for updates and install all the pending updates.
