Windows 10: inconsistent RPC Remote Procedure Call error

I installed Visual Studio 2015 Community and created Windows Phone Pivot App Silverlight app from template.I cannot run it on Windows 10 Phone.I am getting error inconsistent RPC Remote Procedure Call error.What to do? Windows Powershell Remote Commands Not Working -RPC Server Unavailable

On target computer, change these services from manual start (or disabled) to automatic start (no delay), restart target computer and check that they are all running, then try again:

• Remote Access Auto Connection Manager
• Remote Access Connection Manager
• Remote Procedure Call (RPC)
• Remote Procedure Call (RPC) Locator
• Remote Registry
• Windows Remote Management

• Press Windows key + R on your keyboard.
  
• Type services.msc and hit enter.
  
• Look for "Remote Procedure Call" and make sure that the status says "Started".
  
• Right-click on "Remote Procedure Call" and choose Properties.
  
• Under Startup type, select Automatic.
  
• Click Start, Apply, and hit OK.
  
• On the Second "Remote Procedure Call (RPC Locator)", set it to
  Manual.
  
• Restart your computer.

Remote Procedure Call and Remote Procedure Call Locater services may also result in the same error. The default startup mode of the services in question are listed as below.

Remote Procedure Call (RPC)
Automatic

Remote Procedure Call (RPC) Locator
Manual

So you should firstly confirm that these services are functioning properly.
To look for the services, follow the below steps.

• Press the ‘Windows + R’ key on the keyboard to open the Run Command dialog box.
• Type services.msc, and then click OK.
