Windows 10: increasing speed of programs

per the subject, can someone point me to some web resources that can show me how to make win run on bare bones so I can make the best use of my internals? for some reason, most of my programs run slower than they should. i always use a mobile phone's hotspot as a router and internet conn, sometimes as iPhone and sometimes an android. but that should not matter because the programs I'm talking about are not interacting with the web. my specs are in the images. MB scans never turn up anything. I never play games. and I've turned off everything in the startup dir disabled them except for the java updater. i run cCleaner everytime i uninstall something, and I defrag everything once every few weeks. what else can I do?? I would think that with a 2.0+ GHZ chip and 8GB of RAM, it should perform better than this. thanks.
