Windows 10: Infinite Boot Loop, cannot enter repair/recovery mode

I wanted to factory reset my gaming pc and when at the last part it entered a boot loop i tried the shutdown 3 times to get to the setting it worked and then i tried to put it in safe mode and now it wont allow me to go back into the setting ive tried everything please help!!

You could actually run the safe mode manually by following the steps below:

1 Hold Shift then Start > Restart to boot Windows 10 into Advanced startup options.

2 You might also open Settings (press WIN + I) then Update & Security > Recovery > Advanced startup > Restart now.

3 In an elevated Command Prompt (search cmd in the Start menu, then right-click and select Run as administrator) enter shutdown /r /o to reboot the computer into the Advanced Boot options.

If this process doesn't work, please see link below in other ways how you can end the infinite loop in boot up.

Cannot enter safe mode

Hi, My Asus laptop is stuck in a startup repair loop while trying to fix error 0x80070091, I've tried following things:
Use this guide: Startup Repair Infinite Loop Recovery - Windows 7 Help Forums
Use the option 'reset this pc' and tried to use 'system recovery' but all to no avail.
While in this startup repair loop it also seems impossible to enter safe mode. (I've tried to enter safe mode pressing F5 from the startup settings screen). I guess using the tweaking repair program will solve this error (0x80070091) but obviously I have to enter safe mode first. Any suggestions?

Infinite Repair Loop

I have an HP 14-ac151nr laptop. It attempts to diagnose and repair but loops. Cannot access safemode.

Have tried startup repair
bootrec.exe with /rebuildbcd & /fixmbr & /fixboot
chkdisk

I found this while searching the forum. Startup Repair Infinite Loop Recovery - Windows 7 Help Forums and tried it. on step 13 it said "The file sizes presented here are approximate estimations, and may vary depending on your system. If any one of them are 0 bytes, then you should stop what you're doing now and seek an alternative method of recovering your system, because Windows cannot function with a 0-byte size registry hive."

Of course everything was 0-byte.*Mad

I would assume its toast and I would need to do a clean install, or maybe a repair install or something else? Not sure what is the best action at this point. Need advice.
