Windows 10: Infinite puzzle loop

I am trying to create a microsoft account from an already existing email, but once i get to the puzzle part, i get stuck, i finish it, get the checkmark and then it takes me back to do the puzzle again. i have tried using the sound puzzle, i have tried using a different browser, i have tried on another pc on another network. nothing seems to fix it.

I am getting a blue screen saying (as far as i can remember)

8-puzzle code executes infinitely.

Size of openset - 430224 and counting. I don't know how this is possible because the maximum number of permutations required are 9!=362880. I am not able to find out where the mistake is. It is perfect :

• An element checked whether it is the goal state.

• If not it is added to the closedset and expanded.

• The expanded nodes are checked to see if they are present in closedset. If not they are added to openset

The above steps go on till openset is empty or till the goal state has been found.

 

Infinite Repair Loop

I have an HP 14-ac151nr laptop. It attempts to diagnose and repair but loops. Cannot access safemode.

Have tried startup repair
bootrec.exe with /rebuildbcd & /fixmbr & /fixboot
chkdisk

I found this while searching the forum. Startup Repair Infinite Loop Recovery - Windows 7 Help Forums and tried it. on step 13 it said "The file sizes presented here are approximate estimations, and may vary depending on your system. If any one of them are 0 bytes, then you should stop what you're doing now and seek an alternative method of recovering your system, because Windows cannot function with a 0-byte size registry hive."

Of course everything was 0-byte.*Mad

I would assume its toast and I would need to do a clean install, or maybe a repair install or something else? Not sure what is the best action at this point. Need advice.
