Windows 10: Infinite Scrolling

Today i was using my computer as normal , when i went into the search bar on Windows 10. However , there was an issue. Whenever i go into the search bar , it automatically scrolls in this case up . This happens on every Windows 10 application like settings and such and not on any external applications , such as chrome , discord and so on.Here is a video to show the problem: https://www.youtube.com/watch?v=w2Oshvb1a_s

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903
