  1. Input lag and stuttering on Windows 10 2004 update (even in safe mode)

I've tried updating to 2004 3 times now and had to roll back to 1909 all 3 times due to this problem, which renders the OS effectively unusable. The first 2 times were with the Update Assistant and this time was with the update button within Check for Updates. Here's how the process goes down:

    • Update to 2004, seems to be going smoothly
    • Update finishes, Windows restarts
    • The startup sound is slightly robotic and stutters

On the sign in screen + throughout the entire OS, everything lags and stutters. Sometimes keypresses from the keyboard get lost, and the mouse cursor halts for about half a second every 3-4 seconds. However, CPU and RAM usage seem to be perfectly normal. The only potentially weird thing I see when monitoring usage is system interrupts seem to be occurring often, but not sure if this is relevant.

Additionally, I update all drivers and confirm no updates (optional or mandatory) are pending on Windows Check for Updates after 2004 installs. No driver updates fix the issue and everything is up to date.

On this 3rd try, I booted into safe mode to see if it was related to drivers. In safe mode, the same exact system-wide stutter occurs. No troubleshooting tools fixed the issue. As soon as I rollback to 1909, the problems are all entirely gone every single time. Thus, I am fairly certain this is not a hardware issue.

I have not performed a clean install as I would highly prefer to not have to go through the process of backing up and restoring all data, apps, and settings (Additionally unsure how the rollback process works if the clean install fails).

Would appreciate any insight on this issue, as I've run out of ideas here and would love to use the new WSL2 in 2004.

    Specs:

    • i7-4770K @ 3.50GHz
    • 16gb RAM
    • Nvidia GTX 1080

TL;DR: System-wide stutter and lag (graphics, input, and loading) but nothing out of the norm in resource usage (everything below 15-20%). Issue occurs in safe mode too, fixed as soon as I roll back to 1909 (now occurred 3 times).

  2. Windows 10 Stuttering/Lagging with Graphical Glitches

These are the LatencyMon stats once the problem sets in

The problem didn't come in Safe Mode - although I only used it in Safe Mode for about 10 minutes.

*I usually only needed to input a PIN password to log into Windows. After booting into Safe Mode it started asking for my password (i.e. Microsoft Account password). It hasn't asked for the PIN since then. Is this normal? Maybe some kind of protection enabled by Windows itself?

This is the LatencyMon stat without the problem:

As you can see it says that my system has no latency issues.
Something weird I noticed is the difference in Measured and Reported CPU speeds - 1 Mhz and 3293 Mhz. How is that possible? I mean will the system even boot up if that's the actual speed?
There is also and Indepth Latency Test shortcut created by the program. Do I need to run it as well?

Input lag and stuttering on Windows 10 2004 update (even in safe mode)

Windows 10 upgrade problem, no input accepted

I really hate having to come here and ask for help, but I really am stumped. It hurts my geek pride. I have a PC with fairly modern hardware in it. It has a p8p67 pro in it. I have tried upgrading windows 10 on it twice now. Both times I have had the same result.

After windows finishes upgrading it goes to the log in/set up screen. I can't do anything. No keyboard or mouse input is accepted.

I will list some, or hopefully all, of the troubleshooting steps I have tried:
    • Move keyboard and mouse to different USB ports.
    • Try different keyboard or mouse.
    • Restart computer, repeatedly.
    • Google for related issues.
    • Update Bios, because why not.
    • Create boot media and revert to windows 7.
The windows 10 system restore boot media works fine with keyboard and mouse. All USB ports work in windows 7. I don't know what is wrong. I suspect that windows 10 is lacking a driver of some sort, but since the computer accepts no input I have no way of checking for which driver let alone installing it.

Please help me figure this out. If I have to revert back to windows 7 again, I am not going to get it upgraded to windows 10. Thank you in advanced.
