Windows 10: Inquiring about Tech Defender call

I just received a telephone call from a man calling himself "Danny Denzopa" and claiming to be calling on behalf of Microsoft Windows Tech Defender. He said he was calling from Winnipeg, Manitoba, in Canada. He gave his phone number as 1-800=300-0900, ext 9. He said that you Microsoft Windows had been alerted that another party was trying to use my legitimate windows license. He asked me if there had been any suspicious activity on my computer. He asked if my computer is for business or personal use. He also quoted me what he said was my Windows license number. My question: It concerns me that he had a license number to give me. I would like to run it by you and see if it's real. And then to ask if anyone from your company had detected fraudulent use of my Windows license, and if you would be calling me from Winnipeg, yet unsure of the Winnipeg area codes. I feel it is better to ask you, although I also think this might have been a scam call. Thank you.

Windows Defender problem

To troubleshoot this issue, we suggest that you check the Windows Defender service if it's running. If you are using a third party spyware/malware program, it may disable the Windows Defender service. To do this, please follow the steps below:

• Press Windows + R key.
• Type services.msc.
• Right-click Windows Defender service and click
  Start.

Let us know the result.

I would suggest you to open Windows defender and add exclusions and check if it helps. Follow the steps to add exclusions in windows Defender.

  Type Windows defender settings in the search bar and press enter
  
• 
  Under Exclusions click on Add Exclusion
