Windows 10: INSANE stuttering in Fortnite Chapter 4

On Black Friday, I bought a new laptop and played some Fortnite on it I returned it because I found a better one on sale and at the time Chapter 3 Season 4 was the latest update and the game ran well on that laptop. On my new one however, the new chapter is running horribly, with frequent and very long frame drops. Both laptops have very similar specs, so there shouldn't be any discrepancy in the hardware. All of my other games run great. I don't want my laptop to be running on high performance mode or similar when it is on battery because I will need it to last for school. I don't care if i

INSANE lag spikes and stutters in fortnite, HELP!

I stopped playing fortnite about 2 years ago and it used to work perfectly there were no lagspike/stutters, and i wanted to come back to the game now. I started a solo match and when i got into the game i was getting insane lagspikes/stutters, i was pretty confused, i looked up some videos and stuff on youtube how to fix this issue but none of them have helped yet. My fortnite is installed on my SSD which is my C driver and it currently has valorant installed on it too with 50gb of space left. Valorant on the other hand works smooth af over 60 fps no probem, no lagspikes, no problems, i also play genshin impact that also works smooth and good, my drivers are up to date. I have tried capping my cpu % as in youtube videos its said that 100% cpu usage is most likely the problem, capping did not help instead it decreases my GHz speed from 3.36 GHz which is the max to 1.19Ghz which is the base GHz. Fortnite takes 3.6 gb of my ram when its running 60% of my cpu. What happens is every time i get a lagspike/stutter my game freezes for about 5 - 15 sec and everytime it does this my ping seems to go really high up always above 300ms and when its not lag spiking which is rare its back down to 30 - 50.
I under stand my cpu is not the best nor my graphics card but the thing is when its not lagspiking my fps is above 40 always, which is all i need. I would really love to get some help

I did all the things you said, set power mode to high performance, did a disk cleanup, my graphics drivers are up to date, the stutters are still not gone. Im including some pictures of fortnite when its going through a stutter

I rarely get stutters in creative, maybe 2( 2-3 second) every 5 minutes. Help me plssssssssssssssssss
